Switched Phonelines

About three weeks ago (today's the 25th of Sept.), most, if not all phone lines in the area between Ahmad Orabi St. and Wadi El-Nile St. malfunctioned. Busy line signals or strange sounds were heard when u tried to call a phone number within this area, specially numbers that started with the numbers 304.
Now, and after the three weeks, the phone lines are back to service, that's cool , ain't it?
But the only problem is that u have to find out what phone number is now assigned to the person u want call, because YES, you figured it out, they
switched the phone lines!!!
Now everyone who lives in this area must call a phone with a Caller ID service to know his new phone number!!! (which, of course, is another person's private line)
A little to the weird side, don't you think? Specially after the last anouncement made by the Communiaction Company, threating citizens about the consequences of using the internet in
making long distance calls which, I think, we misunderstood, thinking that this means that the Communiaction Company will try to improve it's service to compete any other available services.
